Vector Map Level 0 (DIGITAL CHART OF THE WORLD) METADATA LONG FORM IDENTIFICATION INFORMATION Citation: Originator: National Imagery and Mapping Agency Publication Date: 1997 01 Title: Vector Map Level 0 (Digital Chart of the World) Edition: 3 Geospatial Data Presentation Form: model Publication Information: Publication Place: Fairfax, VA Publisher: National Imagery and Mapping Agency Other Citation Details: Stock Number VMAP0DATA Description: Abstract: The Vector Map (VMap) Level 0 database represents the third edition of the Digital Chart of the World. The second edition was a limited release item published 1995 09. The product is dual named to show its lineage to the original DCW, published in 1992, while positioning the revised product within a broader emerging-family of VMap products. VMap Level 0 is a comprehensive 1:1,000,000 scale vector basemap of the world. It consists of cartographic, attribute, and textual data stored on compact disc read only memory (CD-ROM). The primary source for the database is the National Imagery and Mapping Agency's (NIMA) Operational Navigation Chart (ONC) series. This is the largest scale unclassified map series in existence that provides consistent, continuous global coverage of essential basemap features. The database contains more than 1,900 megabytes of vector data and is organized into 10 thematic layers. The data includes major road and rail networks, major hydrologic drainage systems, major utility networks (cross-country pipelines and communication lines), all major airports, elevation contours (1000 foot(ft), with 500ft and 250ft supplemental contours), coastlines, international boundaries and populated places. The database can be accessed directly from the four optical CD-ROMs that store the database or can be transferred to a magnetic media. Purpose: The VMap Level 0 is a general purpose global database designed to support Geographic Information Systems applications. Security Information: Security Classification System: United States Department of Defense Security Classification: Unclassified Security Handling Description: Not Applicable DATA QUALITY INFORMATION Attribute Accuracy: Attribute Accuracy Report: 100 percent of attribute codes were reviewed against the source manuscripts. No formal effort was undertaken to develop a quantitative attribute accuracy statement. Logical Consistency Report: All data were found to be topologically correct. No duplicate features are present. All areas are completely described as depicted on the source manuscripts. No undershoots or overshoots are present. All data were consistently captured using the rules described in the narrative associated with the Data Quality Table and in the various feature table narrative files present at the coverage level within the library. Completeness Report: 100 percent of features depicted on the ONC source materials have been captured. 100 percent of the features have valid attribute codes assigned to them. Positional Accuracy: Horizontal Positional Accuracy: Horizontal Positional Accuracy Report:: The Horizontal Positional Accuracy Value represents overall accuracy. Source chart-specific accuracies are available as area feature attributes in the VMap-0 data quality coverage. The primary accuracy analysis was performed on one chart only in the prototyping phase of the DCW project. Quantitative Horizontal Positional Accuracy Assessment: Horizontal Positional Accuracy Value: 2040 Horizontal Positional Accuracy Explanation: Detailed horizontal accuracy figures were developed by comparing the positions of well-defined points in the roads, railroads, utility lines, and drainage coverages against sources of higher accuracy, measuring the offsets, and expressing differences as a Circular Map Accuracy figure at a 90% confidence interval. This figure was independently verified by adding known production errors to source chart accuracies in a root sum square calculation. Vertical Positional Accuracy: Vertical Positional Accuracy Report: This figure represents overall accuracy. Source chart-specific accuracies are available as area feature attributes in the VMap-0 data quality coverage. Quantitative Vertical Positional Accuracy Assessment: Vertical Positional Accuracy Value: 152.4 Vertical Positional Accuracy Explanation: Vertical accuracy figures were developed by comparing elevation contour locations on 1:24,000 scale maps to elevation values at the same location within the digital database. Some manual interpolation was necessary to complete this test. The analysis results are expressed as linear error at a 90% confidence interval. Lineage: (Additional lineage data is available in the narrative table associated with the Data Quality Table (DQT) (called lineage.doc) and with the database Lineage Narrative Table (LNT).) The vector data was then tagged with attribute information using ARC-INFO software. Transformation to geographic coordinates was performed using the projection graticules for each sheet. Digital information was edge matched between sheets to create large regional datasets. These were then subdivided into 5 x 5 tiles and converted from ARC/INFO to VPF. The data was then pre-mastered for CD-ROM. QC was performed by a separate group for each step in the production process. For the second edition, the DCW database was reprocessed in ARC/INFO for conversion to the VMap Level 0 format. Updates were digitized from 19 ONC charts which had been revised since production of the first edition DCW. The VMap Level 0 data was retiled into variable sizes from 5 x 5 near the equator through 5 x 90 near the poles. These averaged images, their rates of change, elevation information, and other data were used to produce a single land classification image of the contental US. The VMap-0 data set extended this coverage over the Canadian land mass, however vegetation classification was further subdivided into nine vegetation types. The resulting file was tiled and converted to a VPF Vegetation coverage for use in the DCW. All processing was performed using ARC-INFO software. For VMap-0 this process was repeated over the Canadian land mass. The difference in classification scheme has resulted in irreconciliable data differences along the US-Canadian border. The next version of VMap-0 will correct this discrepancy. The TYPE attribute specifies what the feature is, while the STATUS attribute specifies the current condition of the feature. Some features require both a TYPE and STATUS code to uniquely identify their characteristics. In order to uniquely identify each geographic attribute in the DCW, the TYPE and STATUS attribute code names are preceded by the two letter coverage abbreviation and a two letter abbreviation for the type of graphic primitive present. VMap-0 data is attribute coded in accordance with Feature and Attribute Coding Catalog (FACC). The DCW Type/Status codes were mapped into the FACC coding scheme. A full description of FACC may be found in Digital Geographic Information Exchange Standard Edition 1.2, January 1994.
