The base image bands are Flat Raster Binary and can be treated as single band .bsq, .bil, or.bip files.   Your geomatics software 'help files' can assist you in creating the required ASCII image header files suited to your particular propreitary software. Advanced RS (Remote Sensing) software can use the HDF pointer file structure to load the imagery, and bring in the ephemeris telemetry. 
You must download the Description Files in order to view this data.
These images can only be viewed with Geomatics software.  If you require TIFF files, the Landsat 7 Orthorectified Imagery collection offers format translation after registering. You can access this data service from the left frame of GeoGratis The Orthorectified data set has fewer images than the L1G collection. Several geomatics Freeware viewers are available in the 'Free Links' section
